Kansas State University seeks a seasoned financial professional well versed in complex financial environments and armed with innovative organizational planning strategies to serve as Assistant Vice President (AVP) of Financial Planning and Administrative Services. Reporting to the Vice President for University Operations/Chief Operating Officer (COO), the AVP is responsible for directing the work of the Administrative Support Center (ASC), the university shared services center that provides budget, financial, and administrative human resource services to central administrative units. The AVP works closely with the President’s office, the Provost, COO, CFO, the Vice Presidents, Chief of Staff, and other executive leadership supported by the shared services department, serving as a resource and advisor especially in areas of aligning budget, accounting, and staffing consistent with university and unit priorities.  

The successful candidate understands institutional priorities and is well versed in complex budgeting strategies and planning, revenue streams, funding mechanisms, and enjoys serving in an advisory role offering suggestions and guidance to senior leaders. The ideal leader is highly collaborative and excels in building and maintaining relationships across an organization. 

The AVP leads business operations and strategic planning, leads the ASC department, and establishes and implements ASC goals and procedures to support the President’s Office, Provost Office, and all other Office of Vice Presidents and units. The AVP offers developed services to other university administrative units interested in receiving administrative services support or expanded services to academic units moving to shared services. 

The AVP provides management and support to the Director of the ASC by establishing short and long-term goals and objectives for the ASC unit and serves as the primary liaison with executive leaders supported by the ASC to ensure the financial and human resources activities are completed timely and efficiently for each department.  


  • Provides analysis, research, and advice to Executive Leadership (President, Provost and Vice Presidents) on issues and topics under their purview, particularly related to alignment of internal budget planning, accounting, and staffing consistent with university or unit priorities. 

  • Leads the strategic budget planning for each unit and manages the annual budget preparation to respond to annual budget changes. 

  • Supports unit reorganization and staffing planning and leads the units in multi-year planning exercises to demonstrate long-term budget viability to assist in unit strategic resource planning. 

  • Responsible for managing executive level commitment accounts in accordance with unit priorities as well as identifying, developing, and deploying efficiencies across units. 

  • Collaborates with leadership as requested by departments participating in the Administrative Support Center (ASC) to develop and implement strategic initiatives. This currently includes scholarship modeling, budgeting, and reconciliation, but provides capacity for additional initiatives as needed. As requested, represents Executive Leadership and University Operations as a leader or member of university task forces, working groups and committees. 

  • Hosts open fora and meetings with staff to communicate initiatives and/or changes in financial/human resource processes or procedures as needed.  

  • Lead the development and implementation of comprehensive university-wide construction and deferred maintenance expenditure accounting and tracking in accordance with Kansas Board of Regents (KBOR) policies 

  • Create business processes, systems, and workflow that are efficient and effective, while providing excellent customer service. 

  • Completes special projects as assigned from the Vice President for University Operations/COO and other Executive Leadership. 

  • Completes special projects as assigned from leadership of Administrative Support Center (ASC) supported departments. 

  • Serves on the Operations leadership team and is the business officer representative for all supported departments. 

Minimum Qualifications: 

  • Bachelor’s degree in Finance, Accounting, Business Administration, or related field and 7 years of relevant experience. 

Preferred Qualifications: 

  • Master’s degree in Finance, Accounting, Business Administration, or related field 

  • Master collaborator and relationship builder with strong interpersonal skills and the ability to engage others and work with coalitions of faculty, staff, students, university leaders, and others across a diverse university community to achieve results. 

  • Proven ability to initiate, lead, and facilitate change, be adaptable with changing conditions, and be comfortable with the ambiguity that accompanies a large public university.   

  • Outstanding organizational, problem solving, and management skills.  

  • Excellent oral and written communication skills with a demonstrated ability to articulate matters of complexity and nuance to multiple and varied audiences in both planned and extemporaneous situations.   

  • Able to effectively lead, coordinate, manage and motivate diverse, high-performing teams.   

  • Demonstrated ability to exercise judgment, discretion, and sensitivity to confidentiality.   

  • Ability to plan, execute and finalize projects according to strict deadlines.  

  • Demonstrated experience leading programmatic or organizational change across an organization.   

  • Ability to develop, analyze, interpret, and explain technical and varied rules and regulations.   

  • Exceptional customer service skills.

On Tuesday, Dec. 7, a federal judge in Georgia blocked President Joe Biden's executive order requiring the COVID-19 vaccine for federal employees, contractors and others. The judge's action puts a hiatus on the mandate for all states, including Kansas. 

Effective immediately, Kansas State University will pause its COVID-19 vaccine requirement. At this time, employees do not need to take any further action related to the vaccine requirement. 

The university will continue to monitor the situation and provide updates on the vaccine requirement through K-State Today and the COVID-19 website.
